Profile
Paul Shieh SC is Head of Temple Chambers. He has a wide commercial litigation and arbitration practice, with expertise in banking, insolvency (corporate and personal), company, commercial fraud, conflict of laws, family law and professional negligence. He also acts in judicial reviews, and appears both for applicants and for respondents (whether government departments or other public bodies).
Paul is recognised as a leading silk in the leading independent legal directories:
Chambers and Partners (2024): Paul is cited as a “Band 1” silk in both the commercial dispute resolution and administrative & public law categories. Paul is described as “an excellent advocate who is able to make his points both succinctly and with flair and to anticipate an opponent's arguments”; “a super fighter; it's a joy listening to his advocacy. He's highly respected by the lawyers, judges and arbitrators. Only a few SCs in town are on his level”. He is further noted as having an “excellent presentation style”. “Paul's advice is very clear and sharp. He is also willing to accept instructions on urgent applications, which is increasingly getting rare among experienced silks”
Chambers and Partners (2022): Paul is identified by one interviewee as a barrister who “can do any sort of case and make his points well,” while another observes: “He's a great advocate, he's great fun to work with, he's highly regarded by the Bench and he's at the top of his game," then adds: “He's one of a handful of barristers in Hong Kong who can claim to have all of those qualities and to be at that standard. On any big matter, any sensible law firm would opt for him.”
Legal 500 (2025, 2023, 2022): Paul is cited as a “Band 1”, “leading silk” for commercial disputes and included in the Private Practice Powerlist for Arbitration in the 2023 edition. The 2022 edition describes him as a “heavyweight silk, whose submissions are highly respected by the bench”.
Who’s Who Legal (2024, 2022, 2021): Paul is cited as a “thought leader” for commercial litigation and recommended for arbitration in Mainland China, Hong Kong SAR and Macau SAR.
Doyle’s Guide (2024, 2022): Paul is recommended as a leading family law & divorce law barrister.
